National Weather Service has issued a High Wind Watch for the foothills of Boulder County starting Thursday evening through Friday afternoon. As a result open burning will be prohibited in Boulder County from 00:01 hrs. Thursday Dec 1 through 24:00 hrs. Friday Dec. 2[sup]nd[/sup].  

Larimer and Boulder Counties Between 6000 and 9000 Feet-Jefferson
and West Douglas Counties Above 6000 Feet/Gilpin/Clear
Creek/Northeast Park Counties Below 9000 Feet-
Including the cities of Nederland, Bailey, Westcreek, Central
City, Red Feather Lakes, Estes Park, Georgetown, Glendevey, Idaho
Springs, and Evergreen

* IMPACTS...Gusty winds will blow around unsecured objects and a few
  power outages may result.

Monitor the latest forecasts and warnings for updates.

Fasten loose objects or shelter objects in a safe location prior to
the onset of winds.

Just out of curiosity, is it considered safe to burn outside in the winter with good snow coverage, supervised, and away from trees etc?

Winter burning is OK if certain conditions are met:
Regardless if you're burning piles or a campfire/chiminea, you should contact county dispatch at 303-441-4444 and let them know so when your neighbor or a passer-by calls 911, the dispatchers know it's supposed to be there
If you're burning piles, you need to obtain a burn permit from the County Sheriff's website
If you're burning piles you need to be within the specifications for size of pile and snow cover (Smaller than 6x6x6/minimum 4" of snow)
If your burning anything outside, please take a look at forecasted winds for 3-4 days following your burn.
