The Dogs are out of control in this town

It is out of control this morning and keeps getting louder & louder. 

Every morning & then at least 4+ times a day there is literally a little yapper next to the church, who's owners have zero courtesy or consideration, who leave their barking dog outside for 30 mins at a time. This poor dog is heightened & stressed and its barks echo through the canyon with no concern or care for neighbors. 

Then a bit ago there was what sounded like a dog fight with 5+ dogs somewhere across the canyon.
 
Not to mention the all the bags full of dog shit littered all throughout town. 

What is wrong with the dog owners in this town?

What is wrong with the dog owners in this town?

The majority of dog owners in town do a fine job. That's why you/we don't hear every dog in town barking incessantly.
They leash their dogs for walks. They don't let them roam, lay in the road, and defecate in public spaces.
If their dogs bark, they correct the behavior immediately, or leave them at home if they can't behave in public.
