It's happening on West Mesa St. as well, typical for wet springtime snows.  I imagine there's a snow-laden tree branch touching a power line somewhere creating an intermittent short-circuit. Snow covered power line insulators can provide a path for a short circuit as well. Could be here in town, or where ever the power feed to town is, or anywhere in between.
