So it's amazing, we have never rescued a cat form a tree in my now 40 years' of fire service. What we recommend, and it always works, is that you open a can of cat food and leave it at the bottom of the tree. Works every time, no risk of putting a ladder in a tree. I guarantee that you'll never see a cat skeleton in a tree. They get hungry, they come down.
