Web Page Designer recommendation

Hello folks. 

Does anyone out in the JT/bar-K world do web page work or know someone that does?  
The moderate amount of work I need done I believe is fairly simple
I have an existing website for my side bizz. 
And I now need a page added to it, with some photos, spec sheet PDF's and a blurb pasted onto that page.

The 4 traits I'm looking for in a website designer, in order of importance:
-QUICK. 1 week turnaround
-Competent
-Affordable
-Quick
